The new EU energy development report enough attention

Release time:2016/12/18 7:09:35

The European Union promised when signing the Paris climate agreement, 2030 years ago to reduce carbon emissions by 40%. To deliver on that promise, the European Union recently announced the 1000 - page report, new energy development put forward the phased energy conservation and emissions reduction goals and a series of Suggestions, and made changes to existing new energy policy.

This report is a draft version, once released caused extensive discussion and attention from all walks of life, a lot of people to question some of the proposals. The European commission on the member states and the European parliament to discuss the results, modified once voted, will form the next 14 years energy development of legal documents.

Two key content, reduce energy consumption To phase out coal-fired

In the report puts forward many Suggestions, reduce energy consumption and to phase out coal become the key content that attracts the most attention. Report, 2030 years ago, the European Union total energy consumption reduced by 30%, including reducing energy waste and better use of renewable energy. And reduce energy waste of innovation are the key steps of the old buildings, energy efficiency, therefore to implement "smart financial, intelligent building" project. 2020 years ago to raise 10 billion euros building renovation, the project total investment 2030 years ago around 120 billion euros. Report also suggested that 2030 years ago, the proportion of renewable energy accounted for 27% of the total energy, 50% of the electricity supply will come from renewable energy sources.

Another key content is referred to as the "capacity mechanism" subsidy policy. For those using coal or natural gas plant, carbon dioxide emissions limits 550 g per kilowatt hour, only to get subsidies under the discharge standard, the more the more lower subsidies. Phasing out the old coal-fired plant, retain or new more efficient factory.

Environmentalists question - the target is set too low policy bias

The eu climate commissioner minister miguel arias Camille knight, said the new target of energy efficiency is the core content of the report, to achieve this goal will decrease the dependence on energy imports, and create new jobs, and reduce emissions. "Europe is starting to a clean energy revolution." He said, "under the new policy guidance, in the next 10 years will mobilize the public and private investment of 177 billion euros per year, these into new 900000 green technology positions, stimulate the GDP growth of one percent."

Although welcomed the energy efficiency measures in the report, but environmentalists say, goal setting is too conservative in the European Union. Bullock from friends of the earth environmental protection organization, reilly said: "Im glad the eu climate commitments, the new policy can help millions of people to realize the energy out of poverty, but the existing market new energy ratio has reached 15%, why only to set the target at 30%? Why dont you dig the eus true potential, set higher goals?"

Tara connery from greenpeace believes that although the European Union in a plan to encourage individuals and community groups "self-marketing" new energy, but has carried on the limits to relevant equipment installation size, otherwise it will not be allowed access to the grid. "The restrictions too immoral, compared with the giants to fossil fuel power plants, it is policy discrimination. As long as that all citizens are 100% use of new energy, do not need other policy can achieve climate in Paris."

For coal subsidy policy, the European environment agency Christie Ann chai "question:" carbon dioxide emissions limits for coal enterprise that sounds like a joke, it wont cause any influence to the existing coal enterprise, also cant solve the health and other environmental problems are caused by coal."

Increase the biomass energy subsidies - is not in place Or to backfire

Report also rules, increase agricultural or forest waste combustion of biomass fuels in power plants and heating plant, as a share of this recommendation also caused environmental groups strongly against it.

Environmental groups say, the existing main by burning scraps of wood biomass fuels, proportion is as high as 65%, but its origin is not sustainable, carbon emission reduction effect is not more advantages than fossil fuels. These policies are causing forest deterioration, biodiversity loss and more carbon emissions and other adverse consequences.

That biomass is a kind of clean energy based on a "carbon neutral" assumption: their emissions of carbon dioxide and its absorption of carbon dioxide in the process of growth can offset each other, so the carbon emissions in the combustion process can not plan. But that is not the case. Trees waste need to cut down the tree, and environmental groups, the survey found many eu countries cannot forest protection commitments, such as Italy and Slovakia have cut their subsidies funds, lead to deforestation. Birds alliance policy officials believe that biomass energy is an important clean energy, but the proportion should be narrowed rather than increase.
